Vedanta has technical capabilities to operate Cairn: DGH

NEW DELHI: The technical arm of the oil ministry has certified that Anil Agarwal-controlled Vedanta Resources has sufficient technical capabilities to operate country's oil and gas blocks held by Cairn India, brightening prospects of the $9.6-billion deal.

In a letter to the oil ministry earlier this month, the Directorate General of Hydrocarbon (DGH) said that "the technical strength of Vedanta Resources will be sufficient to effectively carry out the petroleum operations" after acquiring the controlling stake in Cairn India, a DGH official said requesting anonymity.

An oil ministry official confirmed that the DGH had recently sent a note endorsing Vedanta's capability. The official said Vedanta would have to ensure it would not upset the existing management of Cairn India, which has proven technical expertise.

The development removes a key hurdle for the deal as Vedanta's inexperience in the sector was a major concern of the government. ET was first to write on January 13 that the government was poised to clear the Cairn-Vedanta deal by the middle of February which involves the transfer of India's biggest onshore oilfield operated by the British explorer.

Oil ministry officials said that unlike exploration, crude oil production is not very complicated and ownership transfer would not hurt the field. Cairn India is producing 125,000 barrels of oil per day from the Rajasthan fields and is expected to ramp it up to 175,000 bpd by 2012-13. The DGH has also ruled out any financial risk due to acquisition of Cairn India by Vedanta, but it has suggested the government should take fresh financial guarantees from Vedanta, the official said.

Cairn had initially argued that it did not need the oil ministry's approval for the transfer of the oil-rich Rajasthan block as it was awarded before such a requirement was explicitly stated in India's

production sharing contracts. Cairn finally accepted this and sought formal approval from the oil ministry for all its blocks. The oil ministry, which initially promised to take a decision by December said it was delayed because Cairn took time to seek its approval for all the blocks.

Vedanta Resources, controlled by the London-based billionaire Anil Agarwal , had agreed to buy up to 60% of the Indian unit of Scottish firm Cairn Energy for $9.6 billion on August 16.
