Elections over, govt to start taking key decisions again
Many of these were held back due to non-availability of senior ministers such as Pranab Mukherjee, A K Antony and P Chidambaram, who have been away from the Capital for campaigning. Also, tougher decisions like diesel price deregulation were deferred as these could adversely impact the electoral prospects of the ruling UPA coalition.
The absence of key policy-makers has meant that meetings of several empowered group of ministers (EGoM) and group of ministers (GoM) set to facilitate important economic decisions have been postponed repeatedly. "Government does not want to push for policies which are politically sensitive but are economically desirable. Elections give ample excuse to shirk work that can cause embarrasment in the middle of an election season," said a official involved in the working of several important government committees.
The delay in decision-making has come at a time when the UPA government is battling high inflation which is threatening to pull down growth.
The meeting of the EGoM on fuel pricing, scheduled for May 11, was deferred due to absence of key ministers. But the government was also concerned that an announcement of ful price hike immediately after the polls are over, could be interpreted as anti-people. There have been several instances in the past where the EGoM on fuel headed by FM has postponed its meeting.
Oil companies are losing almost Rs 500 crores per day on account of under recoveries from sale of petroleum products.
The EGoM on food security which met on May 2 decided to defer formulating a stand on the proposed Food Security Bill. The EGoM on fertilisers is also yet to take a call on deregulating non-urea fertilisers.
The M&A deals have also suffered from government's reluctance, with the multi-billion deal for buying Cairn India's assets by Vedanta Resources still awaiting statutory approval. The delay has meant that the two sides would further extyend the deadline for concluding the deal, twice in last few months.
