306. M. Mukanga demandé au ministre des Mines et des Minéraux développement:
(a cobalt) combien a été exporté par la Zambie par le biais de la société Metal Chambeshi 2007 à 2009, année par année;
(b) Combien de revenus a été soulevée par la société d'exportations pendant la même période.
M. Nkhata: Monsieur le Président, un total de 5538 tonnes de cobalt a été exportée par Chambeshi Metals Plc de 2007 à 2009 répartis comme suit:

M. Mukanga: Monsieur le Président, je voudrais savoir ce qui a entraîné le déclin de la production en 2009.
M. Mwale M. B.: Monsieur le Président, je suis sûr que l'hon. Le membre est conscient qu'à partir de la fin de 2008, Chambeshi métaux n'était pas opérationnelle en raison de la crise financière mondiale.

M. Kambwili: Monsieur le Président, je voudrais savoir de l'hon. Pourquoi le ministre chinois à l'Plc LCM n'utilisez pas Chambeshi métaux pour traiter leurs cobalt, mais exportent au lieu du concentré.
M. Mwale MB: Monsieur le Président, en effet, la matière produite à partir de Luanshya Copper Mine était traité à Chambeshi Metals Plc. Comme il est maintenant, l'entreprise a été employée à engager à la fois Konkola Copper Mines (KCM) et PPCM de veiller à ce qu'ils commencent à traiter les concentrés à Chambeshi Metals Plc. Comme un arrangement d'affaires, ils doivent s'entendre et, en tant que gouvernement, nous encourageons cela.

M. Simuusa: M. le Président, le cobalt est un sous-produit du minerai de cuivre. Le député. Le ministre de confirmer si le cobalt exportés après transformation de minerai de cuivre ne sont pas déclarées et, par conséquent, le pays perd de recettes fiscales?
M. Mwale M. B.: Monsieur le Président, le député. Député devrait savoir que, actuellement, en Zambie, ce n'est que la LCM qui produit des concentrés de cobalt, et seulement lorsque la deuxième partie devient opérationnel à Nchanga, aurons-nous des concentrés de cobalt. Les autres mines ne produisent plus de cobalt concentrés.

M. Chota (Lubansenshi): Monsieur le Président, le député. Le ministre de confirmer que, jusqu'à présent, nous sommes toujours le deuxième producteur le plus élevé du cobalt en République démocratique du Congo (RDC) dans le monde?

COBALT EXPORTS BY CHAMBESHI METAL COMPANY FROM 2007 TO 2009
306. Mr Mukanga asked the Minister of Mines and Minerals Development:
(a) how much cobalt was exported by Zambia through the Chambeshi Metal Company from 2007 to 2009, year by year; and
(b) how much revenue was raised by the company from the exports during the same period.
Mr Nkhata: Mr Speaker, a total of 5,538 tonnes of cobalt was exported by Chambeshi Metals Plc from 2007 to 2009 broken down as follows:

Mr Mukanga: Mr Speaker, I would like to find out what led to the decline in production in 2009.
Mr M. B. Mwale: Mr Speaker, I am sure the hon. Member is aware that starting from the end of 2008, Chambeshi Metals was not operational due to the global financial crisis.

Mr Kambwili: Mr Speaker, I would like to find out from the hon. Minister why the Chinese at the LCM Plc are not using Chambeshi Metals to process their cobalt, but are instead exporting the concentrate.
Mr M. B. Mwale: Mr Speaker, indeed, material produced from Luanshya Copper Mine was being treated at Chambeshi Metals Plc. As it is now, the company has been employed to engage both Konkola Copper Mines (KCM) and LCM to see to it that they start treating the concentrates at Chambeshi Metals Plc. As a business arrangement, they have to agree and, as a Government, we are encouraging that.

Mr Simuusa: Mr Speaker, cobalt is a by-product of copper ore. Would the hon. Minister confirm whether the cobalt exported after processing of copper ore is not declared and, therefore, the country is losing out on revenue?
Mr M. B. Mwale: Mr Speaker, the hon. Member should know that, currently, in Zambia, it is only the LCM which produces cobalt concentrates and only when part two becomes operational at Nchanga, will we have cobalt concentrates. The other mines are no longer producing cobalt concentrates.

Mr Chota (Lubansenshi): Mr Speaker, would the hon. Minister confirm that, up to this time, we are still the second highest producer of cobalt to the Democratic Republic of Congo (DRC) in the world?
